Try 3D FreeRealm VTT
Realm VTT runs 3D scenes in the browser with nothing to install. Character sheets and rules automation are built in, players join free from a link, and there is also a full 2D mode that is always free. Your first 3D scene is free, and unlimited 3D scenes are $5.99 a month for the GM. That is the only cost for the whole table.
Talespire
Talespire is a Steam app with excellent 3D visuals and building tools. Each player needs a $24.99 copy, or the GM can buy seat packs at $50 for 4 guests, which puts a five-person table at about $75. It has no character sheets or rules automation, so most groups run separate sheet tools alongside it.
